I suppose it depends on the entrants. If they're mostly KSP vets it's fine. If they're mostly newcomers to the game, then with experience you might be better involved in supporting the competition, and not entering yourself.

Buoyancy has indeed been considered for this. I believe 3 g wouldn't be a problem. Higher and you start having problems because the air in the lungs isn't the same density as the water around. A potential solution to this problem is to breathe an oxygenated fluid instead. I believe that so far we haven't found a fluid that can be oxygen-rich enough for humans, though somewhat-successful tests have been done with other animals (as in the animal didn't die straight away). This approach might enable humans to withstand 100 g, though practical issues like eating and excretion would limit the duration. Then again, maybe you could just put people in water-filled pods, induce sleep, and supply oxygen and nutrition and remove wastes intravenously.

Reasonable rewards but massive penalties might make sense. Keep doing well and you'll get by, but one screw up and it could be game over. I wonder if the save file can be edited to push the values beyond the 10-1000% range?

Any particular modmakers doing this? By which I mean specifically coding their mods to check for architecture and refuse to run on 64-bit, as opposed to just writing a mod that happens to crash or have bugs or saying they won't troubleshoot 64-bit issues.

I wonder if rubbish cheap power supplies aren't behind the habit of overspecifying, because people find that a "500W" junky power supply isn't able to power a system that draws more like 250 watts. A quality one with an appropriate output for the build will do much better.
