  1. The automatic stay is a big incentive for protesting to the GAO. There's nothing stopping work on the fixed price parts of the contract, just no guarantee they get paid for it
  2. But you asserting your claim alone causes it to be so. HTHL may be a "truer" interpretation of a spaceplane, but VTHL has been widely accepted as a valid spaceplane by nearly everyone in the industry.
  3. This is an atypical contract for NASA. No way they release that data to anyone not in the comp range without their hand being forced. It's protected information.
  4. Those sorts of docs are not normally released. You can't just pull SSA data on JSF. It's briefed to those in the competitive range that aren't selected (in this case SNC), but not available for public consumption. Snc, though, has seen them and apparently sees grounds for a protest. Redacted versions can be requested from the GAO after resolution via FOIA requests.
  5. oh. Hm. A shareholder or stockholder is an individual or institution (including a corporation) that legally owns a share of stock in a public or private corporation I won't touch the cool comment, because I know you're the authority.
  6. Based on what? NASAs source selection documentation says they were scored almost the same. except if that's what happened, the GAO will uphold the protest, since source selection is weighted equally. this means that if SNC scored green on the other sections and came in lower cost, NASA has to select them based on their source selection criteria. IMO, this was a big risk in sticking FAR rules on NASA when they don't have appropriately trained KOs.
