When will this be available through ckan for the latest ksp version?

As the title says, all the stock control surfaces and parachutes are broken. I can use them and attach them from the part menus, but I have no options to enable/disable pitch, roll or yaw or change the authority of them. The menus for them only allow me to alter the scale of them. (I use tweak scale) I am having the same issue with parachutes, I am unable to change the deploy altitude/pressure on any of any of them. Running KSP x64. Have had the issue for a while never been bothered by it until now.

@blackheart612 OK, thanks, don't want any kind of trouble with the devs, but it would be for personal use.

I understand why the props are under powered, but how would one go about editing the mod files to increase their power? I wouldn't even know where to begin. =P
