It seems to me that you do not understand how evolution works, it do not act randomly or chaotically. The fact that there are dolphins shows that mammals can live underwater, but they will become similar to fish. Fish may also live on land, but they will evolve be similar to land animals, just with different internal organs. I forgot what they are called, but there are two species of animals completely unrelated to each other, in the evolutionary tree they are further away from each other than man and elephant, but both species look almost the same, it's because they live in the almost same environment. Living organisms adapt best as they can to the environment, and even non-related creatures adapt to the given environment in the same way, because only one way is optimal. That doesn't make sense, Norway have only 5 million people it is waste of money. You could make much cheaper infrastructure in Africa for 100 millions of people to make transport costs low enough for people to be able to afford transport food between regions that have food and that needs it.
