I have a 2 monitor setup, 27 inch 1440p one with 100% scaling and a 16 inch 1600p one with 125% scaling.
PD launcher doesn't seem to work very well on the 16 inch monitor, most likely due to non 100% scaling.
To fix that:
Start the launcher
Open Task Manager, search for "PD launcher"
Pick either of the 6 processes.
Right click -> Go to file location, should take you to "C:\Users\%username%\AppData\Local\PD Launcher\app-<latest pd launcher version>"
Right click on the t2gp executable -> Properties -> Compatibility -> Change high DPI settings
Check "Override high DPI scaling behavior..."
Set it to "System (Enchanced)" or "System"
Click OK, then OK again.
Restart the launcher.
