Parts & Vessels "Invalid research location" or "Blocked by object" for no reason for RSCM-01 Sample grabber

I believe this issue has made it impossible for the sample grabber to complete the fossil sample on Laythe. Tried multiple locations landed both on and around the skeleton, but only get "Blocked by Object" or "Invalid Research Location", regardless of craft and part orientation.
