Those are target orbits for contracts. If you go to Mission Control, you'll see you have offered or active contracts from that company to send a probe to a specific orbit, which is that orbit. The Map view only shows locations and target orbits for contracts you've accepted, but the Tracking Station shows it for pending contracts (that you can accept, but haven't accepted yet) as well.

This is very useful as you can usually save a lot on doing dual launches, saving increase with distance, I once cached 4 Mun contracts at once. Two ant and oscar microsatelites on contract, rover who landed one location and jumped suborbital for second science contract. Used another previously launched science satellite for some of the science contracts.
