Surprised no one has said Minmus yet. The close proximity to Kerbin means it takes much less Delta-V than most other bodies, it's low gravity and salt and/or mint ice cream lakes make it good for large single piece base structures along with the fact there are no oceans making it easy to navigate without relying heavily on fuel like you would need for long distance journeys on Laythe, plus, it still gives you the second best view of Kerbin out of the options given to us.

I like Minmus as a place to explore. Low gravity so easy to land stuff despite the lack of atmosphere, plus there must be something useful in those frozen lakes. I reckon Ike would be better than Duna as a permanent colony for similar reasons- Duna's atmosphere isn't really substantial enough to be useful for landing big base modules. Build the base on Ike instead and you can run exploration missions to Duna itself.

Minmus is probably the most "fun" place in my experience. Easier to get to than anywhere except maybe Mun; much easier to land on; fascinating variety of landscapes; nice views of Kerbin over the horizon; natural runways for spaceplanes (bring your own lift!); low gravity for hilarious acrobatics. With Karbonite/Kethane/stock_1.0, it's a great place to set up a refueling base too. Life support would also be fairly easy; you'd have to provide air and water, of course, but you can get all the food you need in situ by stepping outside with a big ice cream scoop. Yum! :P

I chose Eeloo.

I mean of all the places, it's the furthest away, and with Moho, the only place I've only visited ONCE.

Establishing a long-term full-pledged outpost/base there would be cool to try. Plus the gravity isn't too bad.

Getting supplies might be a problem tho, Careful planning is a must, especially with Life Support or Snacks!

With the full solar system in kerbal size (1/10th RSS), I'd probably go to Uranus or even Pluto.

Throw in Comets, and I'd try to make a base on Halley's comet. Why ? I don't have to move, my base gets very low dV costs to everywhere, given time.

Gilly. Who doesn't love 20minute jumps?! Plus it'd be super easy to go anywhere and you could eventually just slap rockets on Gilly and move it anywhere you wanna go (jool for even greater dV potential!)

Second would be constructing a ring world around jool. Sure it would take a lot of time and a buttload of docking, but it would be pretty feasable. Then it would be a mere skipping stone to laythe to do what you want with

I chose Laythe, easy to land with enough parachutes, jet engines work, gravity relatable with Kerbin, water in 2 forms (ice caps at poles), and great views of Jool no matter if you play stock or with visual mods to the RAM limit.

Right now I'm working on a mun base, but my ultimate goal is to have a karbonite/karborundum supply relay set up to transfer resources to just outside Kerbin's soi to a massive station. I'm hoping to be able to get it in a lagrange analog... but I've been having trouble with that part.
