Is this Kethane Miner Configured Properly?

I am trying to set up a Minmus refueling station that is restocked with Kethane from the surface, however when i landed this for the first time and started drilling (vapour cloud visible) i selected what fuel i wanted created and it wouldn't convert the Kethane to fuel, the Kethane tank was filling up though.

So now i'm stuck not being able to ultimately start my Jool expedition.

It appears to be set up correctly, however, if were trying to make Monoprop or Xenon you don't have tanks for them, so it wouldn't do anything. If your kethane tank is filling that means the drills are working as intended, and you have the refinery on top of the tank, with another tank on top of that, assuming that everything is empty on launch it should work.

You probably need more power as running two large drills and convertors takes a good amount.

haven't played with kethane for ages, but wasn't there something with fuel flow so you had to place fuel lines from tank to converter (not from converter to tank) because it's some sort of 'negative' fuel flow. Take it with a bag of salt, since my memory might (surely is) be a bit fuzzy.

You're right, it "consumes" negative fuel, but the convertor is in a stack with the orange tank so that part should work. Of course, if the orange tank is full, you need to transfer fuel out to the side tanks, which will NOT be automatically filled (and due to fuel flow with Kethane, still won't if there's a fuel route from the orange tank to them).
