have you tried going to the tracking station and back again, or reloading the game? that solves a lot of problems when dealing with sat contracts, so it might solve this one as well.
I'm also having trouble.
I'm at 100km above kerbin
incline = 89.80 degrees
I've got power and solar panels and a com
when I click orbital survey after it's opened nothing happens.
What am I doing wrong?
I've had the same problem after "updating" my career to 1.0.5
But that's not the only thing that broke.
I guess I'll just start a new career once enough mods support 1.0.5

Don't you have to wait for it to scan for a little while, first?

I haven't unlocked that on the tree yet. I'm taking my time on this career, but I thought it had to make at least one pass, first.

I havethe same problem with my Survey Scanner. everthing works normally in Sandbox but if i try it in Careermode i click on perform orbital survey but nothing happens. My scanner is at an altitude of 100 km above Minus in a perfect Polar orbit (Hyperedit). I dont get any messages that theres a problem or something like that.
