Science Transfer in Career Mode

When do I unlock the ability to do EVA to transfer science from parts to my pods? What is it called in the game, is it the EVA outside Kerbin or something else?

EVA when not on Kerbin surface is unlocked by upgrading the astronaut complex.

You need to upgrade the Astronaut Complex to the second tier.

Surface samples also requires the second tier R&D.

I think it is the Astronaut Complex, but am not sure. Right-click any facility, the hover the mouse pointer over the upgrade button: this will tell you what the next update brings.

I figured it was part of the R&D upgrade -Resource Transfer Available.

I believe resource transfer is fuel. Could be ore? I know you need to unlock it to pump fuel around your ship though.

resource transfer includes all resources, such as fuel, monopropellant, electric charge, intake air, and yes, ore (if you want to move it between different tanks).
