Building new outposts looses "new outpost" status then landing?

I was told to build an new outpost on Minmus, after the Mun outpost lost its new outpost status probably after docking with an old orbital station before landing I was careful.

I used an tug to help with the Minmus burn but undocked after the burn so they arrived as separate ships at this point the new outpost flag was on in orbit.

Now I land on Minmus, however part of the requirements is that the base should have 500 monoprop so I docked with an tanker and transferred it to outpost.

Disconnect and "new outpost" flag is gone. Reload save as I could use kerbal carrying with KIS but flag is gone after reload.

Does anybody know the rules for this?

I have failed with two outposts, looks like some changes to avoid 0.9 exploits are far to restrictive.

the tanker may be created before the contract accepted (meaning it has a smaller launchID than the contract's), and I guess the algorithm to compute the launchID of a vessel may have changed (from simply grabbing the launchID of the root part to finding the oldest part of the whole vessel - my guess, though)

Try get rid of the parts that were launched before the contract accepted and see whether it solves the problem.

Yes, however the tug did not change the id then doing the burn for minmus but my Mun outpost lost it status when docked to the old science station in orbit.

Looks like its pretty random. i thought the tanker was safe as its only an probe.

Undocking don't solve the problem. Neither does loading an older save for unknown reason, my guess is that this information was not loaded with save, an typical bug.

However the ID for the outpost is changed, alarm clock confirm this.

No we're talking different thing. launchID is different from vesselID, while vesselID is what KAC links the alarm to.

Old save doesn't work - you may want to reload it several times. It happened to me as well and re-reloading it seems to solve my problem.

Otherwise - we may need to look at your save to see what's happening.

Maybe some part of "new outpost with antenna, power generation(...)" is missing for a while? For me, this part of Eve ground base was unchecked after landing because I landed it in shadow, so the solar panels weren't generating power. After waiting for sunlight, it all got completed.

Yes it was like this in 0.90, I missed antena twice and was able to restore status by adding an antenna with KAS.

1.0.2 looks far more sensible. I send another probe to Minmus, this was to be put into orbit with an resource scanner and I had an old one on a probe. So I landed the old, added an KIS container instead.

Now landing the new probe swap container for scanner with KIS, new launch flag is gone. Quit game and reloaded to just after landing probe. Launch new is gone.

What is the difference? between them?

Note that all flags was green except the launch new probe, it had power antenna, research lab and monoprop.
