heatConductivity is commented out on most parts' .cfgs

On all the stock part.cfgs I have seen, the value heatConductivity is set, but the line is commented out with a // at the beginning. Does that mean that I should not include it in any parts I make?

That means they are using the default value. You only need to include it if your parts do not want to use the defaults.

I find that odd since there is a second comment that says something like "1/3 of default" on the same line.

Why do you find that odd? There is a commented out line that says it is setting something to 1/3 of default. Since it is commented out the part uses the default. Obviously it was using 1/3 at one point but it was decided the part should use the default instead so the line was commented out...

Yes, but I don't understand the point of leaving it like that. I guess it doesn't really matter either way, though.
