I want to make KSP a little more realistic, so I want to know,

how do I make fairings persistent debris?

Get Procedural Fairings. Not only are there inline fairings, but they separate in however many segments you want and they are persistent debris. If you don't want mods, then I don't think you can.

You can't with the stock fairings. There are a few of great fairings mods though, try Procedural Fairings or the fairings in the KW Rocketry pack. Both have fairings parts that are persistent debris.

I'm not sure if that's possible. I think fairing segments are treated in a similar manner as broken solar panels are; have no mass, and only serve as graphical effect. You'd have to get into really advanced modding for that.

I wouldn't worry about it. If the fairings were made of something like Styrofoam, they'd naturally disintegrate after a few days.
