Orientation Rings in Construction Modes?

I came across the image below while watching Youtube and was wondering...how do you get the orientation rings that are in this pic? I've never noticed them before in all my time playing, but they seem SO MUCH easier to use than the usual orientation methods during construction.

press 3 for rotation

press 2 for offset

press 1 for normal mode

Following buttons in the top left corner do the magic...

... or you just press the numbers like SanderB suggested.

For fine tuning you can press C or this button:

I think what SanderB tried to say was:

In the VAB or SPH:

Press 4 to change root parts.

Press 3 to rotate parts, which will give you that gloriously useful set of rings.

Press 2 to translate parts, which gives a just-as-useful set of arrows.

Press 1 to go back to parts mode.

I already knew most of that, just wasn't aware of the numeric shortcuts being how you got there.

The 2 and 3 numeric shrotcuts were what I was after.
