Spawn Kerbals without command pods

If you want to put a Kerbal in an external seat, you need to put a command pod with him inside. If there was a way to... spawn Kerbals.

It's sad to know that the Kerbals need a command pod when they need to go outside of the KSC. A button in the KSC view named "Spawn Kerbal" or something like that, a tool that allows you spawn Kerbals near any building without using command pods would be amazing.

And it would link with the Kerbal transportation vehicle that appeared in the 1.0.0 release trailer.

I'd like both options. It still blows my mind that in KSP 1.0, we still can't launch Kerbals in command seats.
