[Bug] Did not get credit for Munar fly-by

I have a Kerbal with a tourist contract to fly by the Mun, and to orbit the Mun.

I took a ship to the Mun, orbited, and left. The Kerbal is now on Kerbin, awaiting assignment, with the orbit condition fullfilled, and the fly-by condition unfulfilled.

I didn't wait around after setting course back for Kerbin, so perhaps credit was not given because I did not have the ship focused when it left Mun SOI.

I found that thread about this.

I went back to the Mun. I was focused on the craft when it was at Munar periapsis and when it left the SOI, but not at all times between those two points, and not when the craft entered SOI. Did not get credit for a fly-by.

My hypothesis is either that the game demands that you be focused on the craft throughout the encounter, or at both the beginning and the end.

I went back.

I watched the ship enter Munar SOI, watched it go past periapsis (low Munar orbit), and noted that I had gotten credit.

If I wanted to narrow this down further, my hypothesis is that you have to be focused on the craft when it enters SOI, and then some point after that, either when you hit periapsis or sometime when you are in low munar orbit.

There is a bug here, or maybe two.

1. You should get credit for a fly-by if you orbit, perhaps into low orbit.

2. You should get credit for a fly-by if you fly by when the mission isn't focused.

Really you should get the credit for a "flyby" the moment you meet these two requirements:

1) The ship is in the SOI

2) The ship is in your physics bubble.

No (sane) tourist is going to say "I wanted a flyby of Mun, but I'm sorry, all you did was land me there. I ain't paying!"
