could you theoretically make RSS more stable by reversing it?

by that I mean, instaid of making the solar system 10x bigger, could you make all the crafts, particle effects and atmospheric heights 10x smaller?

ive made somme tiny stuff with tweakscale and I think it could work

Far from being the same. You need to tweak all physics constants (and that's a lot, and even a lot more for those you don't know) in order to truly make the "R" part of the "RSS". If you keep the current-world constants but apply scaling on some dimensions, or just forget to do it for some part of the constants, then you'll see funny things - we've already seen such scenario, most notably reentry heating, where the constants are fine-tuned for Kerbin and then see how it breaks other planets.

If you go with "R", better stick to the "R" data.

That wouldn't be RSS, it would just be miniature rockets. You can scale a rocket up or down however you like and it has the same delta-V. If you don't change the size of the solar system then you don't change the delta-V needs. The atmosphere is only a minor part of the delta-V needs.
