Generators eating one of the input resources but not running.

Hi

I'm trying to put together a small mod that uses WasteHeat and Water to produce a new resource called Steam, that can be used as a monopropelent.

It's all working fine except for the generator that uses the WasteHeat.

If the generator is turned on it consumes the Water, even when there is no WasteHeat, and doesn't generate the Steam.

What do I have to add to the generator definition to make it only run when all resources are available. I have the line RequiresAllInputs = true.

Anyone got any ideas?
