Mod for testing spacecraft on other planets?

Is there a mod allowing spacecraft launch from other planets (and moons)? I'd like to be able to, for example, test an Eve lander. It obviously won't behave accurately on Kerbin, and flying it to Eve after every change is clearly impractical. I'd like to design it normally in the space center, then launch it from some convenient flat, equatorial spot on Eve. If such a mod exists, please let me know. If not, please make one.

Hyperedit is good, as long as you remember to revert

Also useful, if you're up to it, is Kerbal Construction Time. You can run 'simulations' (read: pay a fee to test the ship for a limited time, at the end of which your game reverts) and you can run simulations on other bodies.
