Set "Throttle" on Reaction Wheels

For smaller craft, I find that sometimes their torque is too overpowered, and the craft behaves strangely (jitters). It would be useful to able to "set the throttle" of the reaction wheels (like engine thrust) so that the behavior is a little less intense.

I would also find this useful for control surfaces at the extremes of the aircraft, where slight nudges can cause radical movements.

Using CAPS LOCK is a work-around, but is still awkward in many situations.

I had no idea this mod actually existed, I ended up modding in seperate reaction wheels that only had roll torque because I couldn't find a way to disable pitch and yaw on specific ones

Yah, reaction wheel torque should be tweakable in stock, like the "thrust limiter" setting for engines.

Especially since satellites will become more common with the communications update in 1.1. The torque is just to much for my tiny little probes.
