anything works below water as default unless you mark it otherwise, that applies to engines,intakes,drills,radiators,wings(although that's a bit different) and as you dicovered solar panels

Jet engines work in water. That makes less sense than solar panels working under water.

In KSP's mind- the only difference from being in water than the stock surface is the physics applied. There is nothing to stop you from doing anything you could do on the surface, as long as the physics (specifically buoyancy) allows it.

Really? Can you show me? I (REALLY REALLY REALLY don't want to sound mean or arrogant when I say this D: ), but can you provide proof? A game file or something?

I can confirm, I was a couple hundred meters underwater, and they were producing no power.

The game already decreases output when in a thick atmosphere (try using solar panels on Eve, they work very poorly), and from what I can tell, its modelling the water as very very thick atmosphere with the addition of buoyancy.

A solar panel should work in shallow water.

They don't work in deep water.
