Maybe add a test payload to get the TWR down.  And make it taller with payload at top to give slower yaw pitch and more stable (balancing broom on finger vertically is easier than a pencil)

I don't know what the RC setup is like, but if you add a gyro to the vehicle so that you can see the pitch and yaw in real time then perhaps you'd have better luck controlling the TVC manually.
