I believe they don't, Sequinox. I think they only generate drag on the jettisoned part, and the remaining part is just for visuals.

Technically it could work. You would have to enter the kerbin atmosphere from an interplanetary trajectory straight down and activate jet engines st the moment they can be activated. If you do this you MIGHT have a small chance of doing it.
