Can heat pass through claw?

Once the claw engages, KSP considers the two joined ships to be a single ship.

So if you have active radiators on the rover, they should be able to pull heat from the entire (joined) ship, including the ore drill.

If you don't have active radiators on the rover, then you'd be limited to passive heat conduction through the claw.  The rate would depend on the particular config for the part, but I expect it would be far too slow to do you any good (and in any case wouldn't noticeably help you with the drill's "core" temperature, which is what you really care about).
