They don't like you.

E: Seriously though, you need a high enough reputation to get some contracts and sometimes the system just fills up with crap.  It's what happens when the game, by default, limits the choices to so few things.  Try declining a few of them if you don't mind the tiny rep hit, although playing "slot machine" with terrible contracts isn't exactly engaging gameplay...

Up the maximum average contracts in Contracts.cfg to something like 30.  Even then you'll just get a bunch of crap you don't want to do because the game is designed to offer that rather than let you steer your space program.

My best advise is grab a few contract packs (do a search here. There is a whack load of them). Probably the best mod you can get simply because it offers you some real hard core missions that actually EARN some real funds and science.

Then learn how to edit Contracts.cfg or how to alter Contract Configurator to provide what you need.  The game certainly isn't going to let you do exactly what you want, even with the upcoming weighting system.

I just ignore the ones I don't want to do and take the ones I am interested in. It has worked out well for me.  I don't decline anything because I don't want to take the reputation hit.  The ones I don't like disappear eventually on their own.

I managed to skip over "explore the Mun" during a rescue mission that involved docking with and recovering a capsule/kerbal with science data that was beyond Munar orbit.

The contract also required KIS/KAS to stick a docking port on said capsule because I hadn't even come close to unlocking the Klaw when it came up.

So now I have contracts for Minmus and Duna landings without the Mun landing ever coming up.

That's going to be fixed in version 1.1

In the meantime, you still get money, science, and rep for world firsts. The first time you land on Mun without a contract it will probably at least pay for the mission.
