It's not serious, it has too little support from member nations to succeed right now. First, we need an ATV-derived manned capsule. THEN, we'll talk about the moon as a possibility.

Orion uses an ATV derived service module, or it did.

Yeah. ESA should start their own manned space program, before starting talks about Moon base. Right now it looks like a cross of wishful thinking and PR stunt.
