Pds314
I suspect this will not so much produce "small" rockets as it will simple ones. For ex, consider the following mission plans: Send 1 Kerbal on an Apollo-style Mun mission using a Lander with 4 "quadcopter style" linear RCS ports for its only control and a 70% filled small inline RCS tank. Do everything from command chairs and use a command chair on the command module with only 4x linear RCS for propulsion and a heat-shield and parachute for reentry. Attach together with a stack separator. Lander mass: 120 kg thrusters, 50 kg chair, 50 kg tank, 224 kg monopropellant, 93.75 kg Kerbal =313.75 kg empty, 537.75 kg full. Lander dV: 1268 m/s - cosine losses in the singal digit percents. CM mass: 120 kg thrusters, 50 kg chair, 300 kg heatshield, 150 kg tank, 640 kg Monopropellant, 20 kg stack separator, 1000 kg fuel. Combined mass in orbit: 2277.75 kg. Part count in orbit: 14. Vs. A much heavier but fewer part count ultra-direct version that could probably be 6 parts. What is abundantly clear here is that my vehicle could be like 20 tonnes on the pad, if that, and yet would be more parts than a mission with 100 tonnes on the pad. Gojira1000
You can easily make an SSTO - 27 parts, stock - to Minmus and back: My bigger SSTO did Jool's moons, Gilly, Duna, etc etc with under 60 parts (from memory, it's 56 parts, will have to check that later). That one runs ISRU, of course.
Moose Rocket Science
UPDATE: for Jool and eeloo it's 35 parts or less. Edited May 13, 2016 by Moose Rocket Science
