It would be incredibly useful if someone created a mod that is used to organize other mods. In other words a mod that allows certain mods to be disabled for certain saves, or just to have a database of all the mods you have installed.

You can't really enable and disable them while in game if that's what you mean.  To much gets changed during initial loading.  And the best way to find a list of installed mods is KSP-AVC.  Most mods do use it.
