Why don't the radiator panels reach 100%?

Because "core heat transfer" and "max cooling" are two different things. The small thermal control system maxes out at 50kw of core heat removal (which is the kind that drills produce). But it can dissipate 3Mw of total heat. So when it is maxed out on removing core heat, it is still only running at a fraction of its total max cooling capacity. The other kinds of heat that it can remove are skin and internal heat.

adding to this, have you noticed that Nukes no longer need lots of radiators? I am running a 4 nuke tug on two large-panels(the static type), without them even being "activated" and nothing gets glaring red
