Can someone tell me how to build a Refueling Station

You have to press and hold mod key ("Alt" if you're windows user),then right click on the first tank and then on the second or more.
After that you will get to transfer fuel "in"(will transfer fuel in from all chosen tanks) or "out"(will transfer fuel out to all chosen tanks).
If you play in "career mode" then you have to upgrade "R&D building" to tier 2 to enable fuel transfer.

minor correction:  you don't actually have to hold the alt key for the first tank you select, you can just click on it as per normal (though holding alt doesn't hurt anything).  It's only with the second and subsequent parts that you need to hold alt while clicking.

As many as you like.  It's not so much "weird" -- I use it all the time, for example when I've got one central tank and some symmetric radial tanks around it.  It's handy for filling up the radial tanks from the center one, or vice versa.  If you've got >2 selected, then when you click the "In" button on a tank, it will pull fuel from all of the others (and the reverse if you click the "out" button).

I don't know if this was changed through different versions,but when i first discovered fuel transfer,i think it was necessary to hold "Alt" key when you started to select tanks for fuel transfer,and that is how i'm used to do.
But some enlightenment never hurts :D

First you need a Tier 2 R&D building before you can do fuel transfers. Then, as said above, you have to open at least two context menus for fuel tanks (and only fuel tanks). The fuel transfer buttons will show up automatically.

An alternate method for opening multiple context menus is to open one, and then pin it. Once it is pinned, you can easily open a second one.

After you master doing it manually, there are a couple of mods that make the process easier to manage, especially when you're dealing with stations with many tanks.

Check out TAC Fuel Balancer or Ship Manifest. I settled on TAC because the UI was a bit easier for me to understand, but Ship Manifest has more capabilities

Actually why not look at those mods rigth now?  Manually transfer fuel is far from a critical skill or a difficult task.

Two reasons:

  1. Philosophical: I'm of the opinion that it's fun to learning how things are done. So I suggest they try it first rather than "just install a way to automate something".
  2. Practical: In this particular case - if you're just transferring from one small craft to another it's faster to alt-click and do it manually than it is to use a resource transfer tool

Well.. That was a rethorical question.  I also think learning is fun,  knowing how to do something is nice. 

However there is nothing wrong about mods.  If there a mod that allows to deal in a different way with refueling (or any other game aspect)  it's up to each one decide what better suit his tastes. In some sense it's not different from choosing among career, sandbox or science. Also one can choose an option  and later change his mind and all is fine and good.

haha...that's why I originally said <paraphrased> "after you've figured it out, here's a way to simplify it going forward". I too learned how to do it manually and then, when I built a space station with a dozen cool looking radial RCS tanks, realized how time consuming manual balancing could be and went looking for a better option.

minor correction on top of minor correction: you don't have to use alt key at all since 1.1 because you can pin the right-click windows. By pining a proper subset of the tanks involved in the fuel transfer, you can find some clever uses of this without clicking all tanks all over again when managing your fuel on a complex station/base.
