Why isn't there a "START HERE" sticky?

I have experience writting C# and no experience writting KSP plugins, there's no documentation pinned here to help me get started, only pinned documentations for people who already know what they're doing and API listings. 

this forum really needs a "START HERE" sticky.

Near the bottom of the OP there are several resources for plug-in development. There are even some video tutorials, though they are from 2013. Below those are some links, a few of which claim to be up-to-date.
