How do I insert existing attachment?

You can't insert attachments directly; you have to go to another site (Dropbox, Google Drive, etc) and post the URL here.

You can post pictures, though. Go to a picture-sharing service (Imgur is a popular option), upload the picture there, and copy the BBCode link to these forums. Note that the albums are broken, though; there's no way to get them on these forums at the moment.
