Test TT-38k Radial Decoupler in flight over Kerbing. Less than 4k meters, greater than 1210m/s

Contract I'm working on wants me to fire the decouplers between 0-4000 meters altitude, while flying 1210-1870 m/s.

I've tried staying low and burning liquid fuel, can't get that fast that low. I've tried going really fast off the bat... Can't get that fast before I hit 4k meters. I've tried getting it on re-entry... Seems to hit a terminal velocity below 1210 m/s way before I get back under 4k meters. I'm stumped. Please help.

My suggestion is to try to complete it with a rocketplane.  

 

Also is particularly important to check the parameters of this kind of contracts,  some combinations of heigh and speed are way more trouble than the contract is worth.
