Frame Limiter Setting

Does anyone know if the frame limiter setting can be adjusted lower then 60fps to help reduce stutter for those of us at the lower end of the performance spectrum and don't often see 60fps anyway. Is it available in the .cfgs somewhere? I'm thinking I want to try it set to 30fps...

I've always used the free trial of Bandicam software to limit fps in games whenever I need to: https://www.bandicam.com/

It's a game/screen recording program but it also has an fps display and a custom frame rate cap toggle. (I actually keep it on all the time with an fps cap of 60, you don't know how many games let the fps run rampant on loading screens or title screens, heating up your GPU for no reason.)

You don't have to be recording to enable the display or cap, just have it running in the system tray, it's pretty lightweight.
