How to run CKAN with command line

I am experiencing

"ModuleNotFound" Kraken

with CKAN,

and I found a workaround in this page https://github.com/KSP-CKAN/CKAN/wiki/Basic-troubleshooting

says I should run a command line

ckan.exe update

I have no idea where to input this command line...Any help?

Ok.....I just worked out........ It's a windows cmd line

cmd doesn't allow me to just enter "ckan.exe update" and then work no,, it says this if you're running win 8.1 " 'ckan.exe update' is not recognized as an internal or external command , operable program or batch file.

You will have to navigate to the directory that contains ckan.exe
