A skirmish is if it was at the same minute time according to the forums. The times say that I posted at 10:00, and you posted at 10:01, meaning that LV was actually -64

"...posted at the same time(give or take a minute)..." (Emphasis mine)

Because the forums don't expose seconds, we can't know whether the posts were made 1:58 or 0:02 apart. I saw "just now" as I posted, so I'm pretty sure it was closer to the 0:02 than the 1:58, but there is no evidence either way. The GMs on the old thread implemented the "plus or minus one" rule to account for this. Therefore, a post at 10:01 can override one at 10:00 or 10:00, but not one at 9:59.

If you hover over the "Posted Just Now" Tab thingy, you can see the time. For example: Even though I can see "Just now", if I hover over it I can see "04/06/17 10:11 AM"
