Level up not working?

I have a base on Mun, with a K&K planetary hub, which should allow me to level up crew. I have a crew member in the base who is level 0, Albie Kerman.  She left the base and traveled to Minmus, landed, planted a flag, and returned to the Mun Base. When I choose to level up crew, it says nobody is ready to gain experience, and she's still at level 0. Two Kerbals who were with her seem to have leveled up without issue... in fact, they leveled up as soon as they reboarded the rocket on Minmus to go back to Mun.  I don't have a mod that does that, so extra confusing.  Albie was originally a rescue, and later died and was respawned prior to this trip. Any idea why she can't level up?

I was bewildered about why some of my Kerbals (after a trip beyond Kerbin's SOI) levelled up fine in the mobile lab and others didn't.

This appears to explain it - I guess the bug/feature never got fixed...

It has not been looked at, possibly because no one has voted it up. I assume that's because most people don't ever see it, but that just means it's more important that those that do see it, vote it up.

Thanks. I've voted it up! ;) Bit surprising that a 2-year old bug got zero attention though, but then again there are a LOT of bugs in that tracker.

NB: the text of your bug report suggests that it's only the lab levelling up which is at fault - so once Jeb and the others get back to KSC they should level up OK? (They are still en route... :D)

I don't know if this is a problem for any one else anymore but I recently updated and just ran in to it today.  I was able to get around it by deleting the the deaths and revives from the .sfs file in the campaign.  Step one open the file with a text editor and save it as something new just in case you delete something you weren't saposed to, next search the kerbils name that seems to be unable to level up. Scroll down and delete any deaths and revives be sure to delete the hole line including the ##=.  Now save again but be sure to save as .sfs not .txt.  last load the game and do something to try and trigger the level up for the edited kerbins
