How to offset parts?

Guys I just watched a video on YouTube about building a propeller but it involves offsetting a piece away from its parent part. The game restricted me from offsetting a piece off the parent part. Can anyone teach me to disable that function?

Are you clicking on the button on the upper left and then click-holding as you slide the arrows on the parts?

Because that should work for everybody in the stock game.
