I heard somewhere that one can download one-version-old versions (like 1.1 or 1.2) from Steam for free. If this is true, it could substitute consoles for free. However, I don't know whether they require you to own the new version first.

Older versions are available on Steam if you own the game. The only versions available for free for everyone are some very early Alpha builds, released for free back then.

Before the end of January 2018. It's in the certification phase now. For details check the Weeklys in The Daily Kerbal section of the forums.
