Does anyone know how to make.. Hydroplanes?

I don't know how to make Hydroplanes. I just want to know what part is good for a hydroplane and how to utilize the part; someone mind helping me with this?

Do you mean a seaplane, or do you mean a hydrofoil? 

If its seaplanes, I can kind of help with that, but hydrofoils I have no idea.

What I need to know is what exactly you mean by hydroplane.

I'd recommend using emptied-out fuel tanks as pontoons, with long tailcones and short nosecones to keep them stable. Make sure to keep the body of your plane clear of the water unless you're making a flying boat that requires it; water drag is a harsh mistress.

For a first seaplane design, I'd recommend a nice low-speed setup (a single basic jet engine, or a propeller if you're into modding) with twin underslung pontoons and a nice high wing. Something like a DHC-2 Beaver, maybe. Design conservatively; high-performance seaplanes are going to be a bit beyond your ken for the time being.

Hydrofoils are kinda easy. Just stick some elevons into the water and have them deployed like so

With a jet engine on the back. It is kinda hard to get everything balanced right. The best way is to just fiddle with the deployment. Also, try to keep your nose high. And all te elevons should be deployed so that the trailing edge is pointing down and to the back.

Hydrofoils are great, but the water drag is a bit unpredictable - it can be as bad as you get from floats, or it can be much better.  The problem is the game's aero data functions only show drag from atmosphere not water which makes optimising very hit or miss.        I got lucky with this spaceplane, it can take off from the sea, get to orbit and fly to another planet without refuel.

Wide wings and fuel tanks in the bottom of the aircraft seem to work quite well.   But i guess i'm an old style kind of guy when it comes to seaplanes

I'm specially proud of the Catalina, but the fusselage is a mess of mk2 fuel tanks clipped together for looks.

The Caiman is very straightforward:  Mk 3 parts with wings on top.  A bit tail heavy to help with water take offs too.  If you want to build multiengine aircrafts, consider the wheesley engines, the reverse function is great for quick turns in water. 

The Kraken was made for a challenge and has all kinds of problems.  It needs rockets for water take off, has a lot of hidden control surfaces inside the fusselage, flies almos without fuel, barely reachs 100 m/s... not a good example of how to build seaplanes. But it's huge
