Nice, liked the docking idea but over complex and you want the center area because of micro gravity you don't want an large hole, use an arm to grab and dock the ship like ISS does with dragon 1. 
Ship rest against either the wall of an bucket or just an strut outrigger. 
Now an fully fueled BFR upper stage would put some strains on this but not as much as the tankers from the belt fueling them  
Also don't think you want so much low gravity area unless it end up being little negative effects for humans outside of less exercise to live in mars gravity.
Its however nice to build stuff in, you can lift a lot, build very fragile structures still you have an down.

For the sleeping giants: antimatter as nightmare fuel. Still see it as very unlikely, any faction who did not sleep would win. With no fractions of any kind you have far harder from adjusting from mistakes and its lots of times the establishment did not like new inventions but was unable to prevent them. Part of the success of Europe, lots of nations and each was pretty feudal. Not so dangerous in medieval times outside of other civilizations getting ahead. An world goverment into modern time you can easy run into an trap as easy oil start to run out and you have not developed any alternatives.  
This also hit the computing at the end of time hard, anybody who uses more energy for faster processing will win.
