Greetings and welcome to the forum, @Alexpet25.

Right click on one tank then hold alt and right click on the other.  At the bottom of the boxes you should see fuel in/out options.  You can either pump out of the delivery tank or in to the receiving tank.

additionally
- you will not be able to transfer if one of the buildings doesn't have a sufficient upgrade level.
- you will not be able to transfer if any or all of the decouplers/separators/docking ports have cross-feed disabled.

That's only true if you have the "Fuel transfer obeys crossfeed rules" option checked, which (at least in sandbox and science) is off by default.

I swear I learn something new every day.  I'd always thought it was annoying to have to lock the first one before clicking on the second.

All docking nodes include resource skipping

Check if you have your R&D center upgraded to level 2 or higher. If R&D is level 1, it will not allow resource transfers.
