KSP or Flyout alpha?

Agreed. I think that instead of working on Making History or deciding to port KSP to console (but now that they have, I feel like a working console 1.3.1 should be their top priority), they could have worked on "impossible" things like this. This game addresses one of KSP's largest sources of untapped potential: atmospheric flight.

So are only testers allowed? How is it possible that the average player can get it, as shown by @The_Cat_In_Space?
