My minmus base

(Heh. April 11 is less than one month ago. :p )

Well, with room for that many Kerbals, it's gonna be very heavy. So you aren't going to want to move it again. So if it does mining and ISRU, then you will want some way of getting the refined fuel out of that ship and back to orbit. So it's going to be more about what additional rovers and support ships you will need for the base.

For the base itself, you just need solar panels, a couple radiators, some drills, storage for Ore, storage for fuel, and some way for a rover to attach to the base and suck the refined fuel out.

If your plan is to use it as a fuel station make sure to include some mono-propellant tanks. ( fly them there empty ).

Some communication equipment, and lights.

Data storage device, and some science equipment.

Also a probe core, unless you want to leave a pilot there.

In that case, if you're in to mods, take a look at the Surface Experiment Pack, it adds (unsurprisingly given the name) science experiments that you set up on the surface, but you will also need KIS/KAS to be able to use it

I would recommend a strong communications network and a rover to get more science from other places, if you are playing in science/career mode. And in terms of mining, don't forget a good source of power and radiators so the drills don't stop mining. And if you are going to stop by Minmus for fuel during long-range missions, then don't forget a big fuel tank with a docking port for transferring. Also, add many, many science parts, even if you are in sandbox, because it a) makes your base look cooler and b) fills up empty space. Other than that, you should be good. It all depends on if you are doing a tourism base, a mining operation, or a science lab. Or all of those things... ;)
