Unlocked actiongroups

I have been looking around, and is there a mod that unlock actiongroups from the start?

 

I plan to run a IVA only campaign. After launching, I don't want to see the outside of the craft at all unless I EVA. But I need to be able to run experiments and deploy stuff.

 

Anyone have any tips?

It's actually in the difficulty settings, under the Advanced tab.  "Always allow action groups"
