Flickering models

I would like to ask for help solving this issue please

the only mod that could have anything to do with this is scatterer but it happened before i installed it

(imagine the image but flickering and on pretty much everything)

P.S. it starts when moving at all besides super slow speeds

My initial gut reaction would be to make sure you video drivers are updated and current. 

Did you install any mods and then start noticing it?  Remove those. 

Does it happen in a stock game?
