Missing intercept tools?

_{I see a lot of great tutorials on rendezvous and} intercepts, but they all seem to refer to tools that seem to have been removed from the game.  I click on the target spacecraft and get nothing when the tutorials all say I should be able to designate it as a target.  Now I gather that this is a known issue, but I haven't seen anything recently on how to dock without these tools.  Is there a work around?  Does the expansion help with this?  Are you all just ignoring the missing intercept markers and docking anyway?  What gives?

I am not at all sure that what you are describing is a known issue. However, you do need to upgrade your Tracking Station before some orbital tools become available. For example, you cannot target vessels with a Level 1 Tracking Station.

Yes, it sounds to me as if you are early in a campaign-mode game and don't have access to those tools yet. Is the projected line of your spacecraft white rather than blue? That will also be the case early in a campaign.
