AFAIK, there are no mod that allow just plug and have new launch sites -- I am only aware of KerbinSide, which unfortunately need extra package.

So is there some kind of old (out of date) mods that allow one to launch from the existing Stock-but-not-enabled launch sites (namely Baikernaur)?

Vice versa, KerbinSide is an extra package for Kerbal Konstructs.

You manage the things with KerbalKonstructs. KerbinSide is a pack of ready-to-use presets and models for it.
