When two different mods add EVE stuff via CKAN - which one wins?

When I install two separate mods, like Astronomer's Visual Pack and the Extra solar system, they both have defines for Kerbin I think.  What I'd like to know, is how does CKAN determine which Kerbin EVE cloudwork gets used?

Extrasolar doesn't seem to provide EVE stuff, so in this case the winner would be AVP.

If you tried it with two mods that did actually both provide the same EVE stuff, there wouldn't be a winner and a loser; rather there would be a conflict and the install would fail.

What adds clouds?  Because when I install extra-solar, clouds appear over Kerbin.  I'm so confused.

 

OH wait going back and checking it installs both scatterer and SVE (stock visual enhancements).  So one of those two are installing clouds.  But the interesting thing is the cloud patterns are different when it's just that install vs. when Astronomer's pack is installed (when Astro's is done first).   So it would seem they have their own preference, but not sure how the stuff determines which configs get used.
